China-Arab Cultural Exchange Conference 

Regulations 




Chapter 1: General Provisions 

Article 1, The China Arab Association for Promoting Cultural & Commercial Exchange is a non-profit organization established by Chinese and Arab people with lofty ideals and institutions.

Article 2, the purpose and tasks of this Council are: to strengthen the economic trade, and investment exchanges between China, Arab countries, and other countries along the “One Belt and One Road” in various ways, to promote exchanges between China and the national business associations in these countries, and to promote cooperation and business activities in the areas of trade and investment technology transfer, service industry, industry, etc., between the industrial and commercial circles of both parties.

Article 3, the Council and the secretariat of the China-Arab Cultural and Trade Exchange Association. The China-Arab Culture and Commerce Exchange Promotion Association has one president and two vice presidents. It establishes daily working organizations and formulates relevant rules.

Article 4, according to business needs, the Association establishes cities and national branches in China and the Arab world. Each branch institution independently conducts business work and jointly negotiates the association's development plan and activity plan.



Chapter 2: Business Scope 

Article 5, the scope of business of the China-Arab Culture and Commerce Exchange Promotion Association:

(1)Establish an information sharing online platform, publish the economic and trade developments, business activities, and policy information of the countries and associations where the members are located, so that the members can understand the trade, investment, technology transfer, economic cooperation, service industry, industry, and finance of all countries in the world. And legal affairs and other fields.

(2)Establish a normalized economic, trade, and cultural cooperation and exchange mechanism to provide a communication and exchange platform for the “One Belt and One Road” radiation regions and the Association of Businessmen and other members of the world.

(3)Organize economic and trade seminars, trade fairs, organize mutual visits by allies and entrepreneurs, inspect Chinese and international markets, and conduct project cooperation and consulting services.

The “Belt and Road Investment and Trade Fair” and other economic and trade exchange promotion activities are regularly held in the countries where different coalition members are located, focusing on strengthening cooperation in trade, logistics, and financial investment.

(4)Establishing a China Trade City in the alliance member countries, for the internationalization sale establishment collection demonstration, exhibition, warehousing, transport as one of the trading platform.

(5)Create a good business environment, carry on the credit rating to the alliance member organization and the enterprise, and promote the standardization and credibility of trade investment.

(6)Publication of the China-Arab Association’s e-newsletter and research reports and e-publications on China-Arab economic and trade cooperation.

(7)Expand the cooperation and development in the field of culture to adapt to the “One Belt and One Road” strategic cross-border education system and actively reserve related talents.

(8)Actively promote mutual learning between associates and their member companies in related international finance and legal affairs, research cooperation and exchanges.

(9)Establish a real-time network communication platform to provide leaguers with all-weather translation services without language barriers; and without cultural barriers.

(10)     Providing legal advice, certification, mediation and other services for the  companies of the league and the member countries.

(11)     Organize Chinese enterprises to participate in exhibitions, fairs, and industry exchange symposiums, held in the member countries.

(12)     Conduct other activities to achieve the goals of the Alliance and other activities to achieve the goals of the Alliance.



Chapter 3: The Council 

Article 6, the authority of the council is:

(1)Formulation and revision of regulations.

(2)Election and dismissal of the director of the board of directors.

(3)Assignment secretary-general.

(4)Decide the work guidelines and objectives of the Association.

(5)Decide steering committee staff composition.

(6)Decide the absorption or removal of board members.

(7)Formulate internal management system.

(8)Decide other major issues.


Article 7, the council shall be composed of the chairman, deputy director, director, secretary general, and deputy secretary general.


Article 8, the members of the council shall be recommended by the members of the board of directors, members of the council shall serve three years per term.


Article 9, the secretariat is the governing body of the board of directors, responsible for handling the daily work of the board of directors and implementing the resolutions of the board of governors. The secretariat is composed of the Secretary-general, Deputy Secretary-general, and other staff. 

Article 10, the council may establish industry professional committees and national committees, which shall be nominated by the Secretariat and adopted by the council. Industry committees and National committees are accountable to the board and report regularly to the board of directors. 


Article 11, the council shall set up a steering committee composed of government officials, representatives of the envoys and representatives of relevant academic and research institutions, to provide policy support, supervision, guidance, consultation, and suggestions for the work of the council.


Article 12, the council meets irregularly.



Chapter4: Directors

Article 13, to apply for membership in the council, the following conditions must be met:

(1)Legally incorporated corporate associations and other organizations.

(2)Advocate the constitution of the association.

(3)Enthusiasm for developing economic and trade cooperation with china, Arab countries, and countries along the One Belt One road in related business areas.


Article 14, the procedure for joining the council members is:

(1)Submitting applications and supporting documents incorporated in accordance with the law.

(2)Secretariat review acceptance.

(3)After passing the discussion in the council, the secretariat informs the application unit to become a full member of the council.


Article 15, members of the council enjoy the following rights:

(1)The right to vote, to be elected, and to vote in this council.

(2)Participate in the activities of this council.

(3)Priority access to this council’s services.

(4)Automatic withdrawal rights.


Article 16, council members fulfill the following obligations:

(1)Implement the resolution of this council

(2)Actively participate in the activities organized by the association.


Article 17, the withdrawal of the council member shall notify the secretariat in writing.


Article 18, if members of the board of directors abide by the regulations, they shall be removed by a vote of the council.



Chapter 5: Funds

Article 19, the source of funds for the council shall be obtained from the social, corporate and institutional funding, as well as the profits obtained through market-based operations. 



Chapter 6: Procedures for amending the articles of association:

Article 16, the revision of the articles of association of this council shall be subject to the approval of the council.

 


Chapter 7: Supplementary provisions

Article 21, the council and secretariat of the China-Arab Culture Exchange Conference will be paid in Beirut, the capital of Lebanon.


Article 22, the right of interpreting this charter belongs to the council secretariat.
